Strategic Plan

Though often unrecognised, modern slavery restricts the freedom of many people in NSW. This Strategic Plan sets out a roadmap for the Anti-slavery Commissioner's efforts between July 2023 and June 2026.

The Commissioner’s Strategic Plan provides a framework for developing the awareness, capabilities, practices and partnerships needed to address modern slavery in NSW.

The Modern Slavery Act 2018 (NSW) is part of a growing global regulatory trend mandating social and sustainable disclosure and due diligence within the public and private sector. Developed by KPMG Australia in collaboration with the Office of the NSW Anti-slavery Commissioner, this report provides a summary of a short study of public sector social and sustainable procurement initiatives in several jurisdictions around the world. An assessment of public procurement reforms, initiatives and guidance in the Netherlands, the United Kingdom, Sweden, European Union and the United States of America reveals key insights for the NSW context and broader lessons for all those seeking to strengthen implementation of social procurement reforms.

Discussion Papers

Discussion Paper #005 – A Code of Practice to Reduce Modern Slavery through Lending, Investment and Asset Management

Through consultations with a wide range of stakeholders, the NSW Anti-slavery Commissioner is developing a Code of Practice to reduce modern slavery through lending, investment and asset management. The Code of Practice would work by offering leaders in the investment and lending space an opportunity to work together in a safe and structured format to develop leadership in this area.

Discussion Paper #004 –  A Code of Practice on managing modern slavery risks in renewable energy value-chains

The NSW Anti-slavery Commissioner is partnering with the Clean Energy Council to develop a Code of Practice on managing modern slavery risks in renewable energy value chains. 

This Discussion Paper explains the case for a Code of Practice and outlines how it will be developed and implemented. 

Industry, government, civil society, unions, and members of the public will have the opportunity to provide feedback through a transparent consultation process.

Discussion Paper #003 – Submission to the review of the Modern Slavery Act 2018 (Cth)

The Commissioner has made a submission to the review of the Modern Slavery Act 2018 (Cth) being conducted by Professor John McMillan AO. Entitled “Reporting for Action” (PDF, 410.2 KB) (PDF, 410.2 KB) (PDF, 409.0 KB), the submission explores how strengthened administrative supervision could help ensure that company reporting drives action reducing modern slavery risks to people.

Discussion Paper #002 – Strategic Plan

The Anti-slavery Commissioner is pleased to announce a partnership with the James Martin Institute for Public Policy to support preparation of a strategic plan to combat modern slavery in NSW from 2023 to 2026. 

To inform the plan, we will be consulting, over the next few months, with a wide array of stakeholders, from victims and survivors of modern slavery, to government agencies, business, civil society, unions and researchers.

This consultation process will explore the questions: What should anti-slavery action in NSW look like by the end of 2025? And how do we get there?
