Policy statement

You may use our Funds to purchase or lease assets in accordance with the PSP Funding Deed and Program Level Agreement, to be used by your personnel, children and young people (CYP) and their carers to support the Services you deliver on our behalf.

Comprehensive measures taken by you to protect and manage assets, and robust governance controls implemented by you and us – that include maintaining and recording assets on a program asset register (program-asset register), and approvals to purchase and dispose of assets – aim to:

  • safeguard assets to ensure that they are safe, sustainable, and achieve value for money at time of purchase and for the life of the asset;
  • ensure assets are used to support the delivery of Services; and
  • protect against unauthorised use, sale or disposal.

You must comply with the Permanency Support Program Funding Deed and Program Level Agreement, the DCJ Deed of Licence (where applicable) and this policy when using Funds to purchase assets. 

This policy applies to PSP Service Providers who executed the August 2025 PSP Funding Deed.

For PSP service providers who are contracted under the October 2022 Funding Deed (they did not execute the August 2025 variation), your requirements are found in the Funding Deed. Application for approval/consent to purchase assets is not required. However, many of the guidelines found in the policy are relevant, including what can be purchased and who from, how to record purchases and governance of assets management.
