The Secure Jobs and Funding Certainty (SJFC) Roadmap sets out the shared vision of the NSW Government and the community services sector to increase job security and funding certainty across the sector.

The co-designed Roadmap recognises the important partnership between NSW Government and community service providers in delivering essential services: from domestic violence, housing and homelessness services to health and education. It aims to address key challenges facing the sector and ultimately create better outcomes for our communities.

The Roadmap identifies the following priority work areas as vital to the transformation of the community services sector in NSW. These initiatives will be implemented progressively over the next few years in close partnership with the sector, to deliver long term change. It is anticipated that it will be completed in 2027.

  • Priority Area 1: Long Term Funding Arrangements: Establish preferred funding terms of five years for key community services. 
  • Priority Area 2: A Community Services Funding Framework: Develop a framework to guide how services are procured and managed and key principles for how the government and community services providers will work together.
  • Priority Area 3: A Community Services Jobs Compact: Develop a compact with the sector to enhance job security between community sector workers, sector organisations and the NSW Government. The compact will outline how community services will support workers to have more secure jobs.
  • Priority Area 4: A Community Services Prequalification Scheme: Streamline funding application processes to reduce duplication and administrative burden and create efficiencies for both government and service providers.

The Department of Communities and Justice is the lead agency responsible for the all-of-government implementing of the Roadmap. The work is guided by the SJFC leadership group made up of NSW Government agencies, sector peak organisations and the Australian Services Union (NSW & ACT branch).

Consultation

The Roadmap has been co-designed with the sector and was informed by extensive consultation in 2024. 

Consultations included workshops and interviews with representatives from sector peak bodies, service providers, frontline workers and NSW Government agencies.   

Over 179 individuals from 68 organisations provided feedback and input.

The scope of consultation included seeking feedback on:

  • how the priority work streams could be developed
  • critical inclusions and considerations within each work stream
  • aspirations of the Roadmap.
