That as Commonwealth, State and Territory Governments have adopted Standard Guidelines for Corrections in Australia which express commitment to principles for the maintenance of humane prison conditions embodying respect for the human rights of prisoners, sufficient resources should be made available to translate those principles into practice.
The Royal Commission considered that in the ‘practical matter of delivering custodial conditions of a standard which embodies the principles enunciated in the SMR and Australian Guidelines, it is my opinion that the budgetary commitment of further financial resources is of greater immediate action than legislative action’. Recommendation 328 is directed at ensuring correctional services are appropriately resourced to maintain humane prison conditions for inmates.
The essence of the Standard Guidelines for Corrections in Australia has been incorporated into the Regulatory Framework. NSW Government has a commitment from Treasury that Budgets will be related to workload through the Demand Funding Model.
The purpose of the Demand Funding model is to calculate the change in the Departmental funding requirements that result from a change in system demand. A demand funding budget proposal is produced by multiplying unit costs and volume forecast on incremental demand growth. The unit costs are calculated based on the Unit Costing Model which allocates costs to defined demand units based on prior year actuals adjusted for inflation and government decisions. The volume forecast on incremental demand growth is calculated by BOCSAR who simulate demand changes in volumes with a reflection of agreed service level and approved policy reforms.
Through the Demand Funding Model, CSNSW is able to meet resource needs to translate the principles and guidelines of the recommendation into practice.
As per CSNSW Fact Sheet 2 NSW Prison System the cost per inmate per day was $286.89. This cost ensures that CSNSW can maintain humane prison conditions through food, infrastructure, programs, facilities etc.
