The CAFS Program Specifications (Appendix A) includes five program-level program logics. These cover all client groups and program activities in the CAFS program:
These program logics (except for the FCS program logic) were developed from evidence reviews commissioned for the DCJ Evidence Portal.
We have developed an e-module to help you understand the approach to evidence and program logics in the CAFS program. The e-module will support you to complete your individual program logic for the program activities you are funded to deliver.
We strongly encourage service providers to complete this step-by-step training.

Service providers are not required to develop an individual Cultural Safety and Wellbeing program logic but should aim to embed the principles of the high-level program logic into their service delivery.

A program logic helps service providers clearly show how their service works using the evidence, and helps demonstrate what client outcomes will be achieved as a result of the service.
CAFS service providers delivering Community Strengthening and Wellbeing and Safety program activities must develop their own program logic using the individual program logic templates. It is a contractual requirement to complete an individual program logic for each program activity.
Your program logic/s will help demonstrate how the outcomes you are achieving contribute to the overarching client outcomes in the CAFS program.

There are two individual program logic templates under the Wellbeing and Safety program activity. One is for those who are delivering services to children and families, and another for those delivering services to young people.

FCS providers do not need to develop an individual program logic as the FCS model of service delivery is the same across the state. FCS providers will use the program-level program logic to guide their service delivery.

Your program logic/s will be assessed by your DCJ contract manager. This is to ensure service providers adequately understand CAFS objectives and all program logics developed in the CAFS program are fit for purpose and high-quality.

The Guide to Assessing a Program Logic (PDF, 430.0 KB) aims to promote best practice, high quality and consistent program logics in the CAFS Program. It outlines the key requirements expected in terms of quality, detail, scope and coherence. If needed, service providers will be supported by their DCJ contract manager to improve their program logic.
Program logic activities change as needs and local priorities change, so you must review the document at least annually.
